Indo-German Collaborative Activities in Chemistry and Physics for received proposals

The Department of Science and Technology (DST) and the Deutsche Forschungsgemeinschaft (DFG, German Research Foundation), which are counterpart national funding organisations in India and Germany, respectively, seek to further enhance opportunities for collaborative activities between Indian and German investigators. Accepted are collaborative research proposals between scientists from both countries. Projects must have clear relevance to areas supported by both DST and DFG in the field of chemistry and physics (DFG-FK 301-311). Collaborations of research teams from both countries are invited to submit joint proposals.
All proposals will compete with other unsolicited proposals received by the DFG's divisions of chemistry and physics. Hence no extra funds are available for support of these projects on the German side.
In addition to the DFG's regular review criteria all joint proposals have to clearly address an added value deriving from the bilateral approach. Proposals must succeed on the strengths of their intellectual merit and teams. The applications will be evaluated independently by DST and DFG on the basis of scientific merit/quality, justification for scientific-collaboration, and compatibility of the participating team members. The results will be shared between the agencies. Support will be granted where both DST and DFG recommend funding for up to three years.
At DFG these proposals are submitted in the funding scheme ,,Sachbeihilfe/Research Grants" and will be reviewed in competition with all other proposals in this scheme.
Proposal preparation and submission:
o Applications submitted to DFG have to fit the respective guidelines under the Research Grants Programme (DFG-form 50.01).
o Proposals should preface the title with "DFG-DST"; the language of the project description has to be English.
o Proposals must be submitted to both organisations in parallel in accordance with the proposal preparation requirements of both sides, respectively. However, all proposals should include a joint and complementary research plan explaining the linkage between all partners and any expected scientific synergy emerging from this cooperation.
o The proposal must include a description of the full proposed research programme and research team and describe the total resources for the joint project (that is, the funds requested for both the Indian and German groups). However, the budget forms submitted to DFG should only indicate the amount requested from DFG.
o German applicants are requested to upload their proposal via elan, the DFG's electronic proposal processing system, following the DFG's guidelines. The eligibility criteria for participating as "Principal Investigator" (PI or Main Applicant) shall be according to the eligibility requirements of the DFG. This includes the "Kooperationspflicht" within Germany for members of non-university institutions with permanent positions.
o Funding will be offered according to the rules of DFG Research Grants ("Sachbeihilfe"). German applicants should in accordance with DST rules respect only two visits (up to 30 days per year for Sr. researchers and up to 60 days for young researchers) per year from each side will be supported. A project participant can avail only one visit per year of the project. Each visit of a project participant is considered as one visit under the project.
In case of mutual visits of scientists between India and Germany the visiting scientist will cover international flights whereas the host will provide local accommodation together with daily maintenance allowance and domestic travel costs. All requested cost items must be in accordance with national administrative regulations, respectively.
Please note that you need to register yourself and your institutional address before being able to submit a proposal if you are using the "elan" system for the first time. Also, if you are planning to move to a different institution (e.g. with a Temporary Position for Principal Investigators) you need to register the new institutional address beforehand. Please make sure that all German applicants of your project (in case there is more than one) start their registration at the latest two weeks before the submission deadline. The registration requests are handled manually by DFG staff.
Proposals must be submitted separately but simultaneously to DST (by the Indian applicants) and to DFG (by the German applicants) in accordance with the proposal preparation requirements of each side, respectively. Proposals missing to fulfil all formal requirements shall be rejected. In accordance with an envisaged decision at the end of 2016 proposals should be submitted not later than 31 March 2016.
